- MOM fees total S$330: S$105 to apply and S$225 when the pass is issued
- Using an agent is optional; employers can apply themselves through MOM
- Employers must also pay the qualifying salary, from S$5,600 a month today
- No CPF for foreign EP holders, but employers still pay the skills levy (SDL)
The Employment Pass cost in Singapore starts at S$330 in standard MOM fees: S$105 to submit the application and S$225 when the pass is issued. A S$30 Multiple Journey Visa fee applies where required. If you use an agent, professional service fees are additional unless included in the quoted package. Employers must also budget separately for the employee’s salary and applicable employer obligations, while founders may incur company incorporation and other setup costs.
On top of fees, the employer must pay at least the EP qualifying salary of S$5,600 a month (S$6,200 in financial services). There is no CPF for foreign EP holders, but the skills development levy still applies. If you would rather not file yourself, Sleek’s Employment Pass application service handles it end to end.
Budgeting for an Employment Pass?
How much does an Employment Pass cost in Singapore?
So, how much does an Employment Pass cost in total? The fixed part is MOM’s fees. The table below shows every charge in one place, including what Sleek charges if you want it filed for you.
| Item | Who charges it | Amount | When paid | Refundable? |
|---|---|---|---|---|
| EP application fee | MOM | S$105 | When you submit the application | MOM does not state a refund |
| EP issuance fee | MOM | S$225 | When the pass is issued | Paid only once the pass is issued |
| Multiple Journey Visa | MOM | S$30 (if applicable) | With the issuance | Applies only if needed |
| Renewal | MOM | S$225 (+S$30 if applicable) | When the renewed pass is issued | Paid only on issuance |
| Sleek EP application | Sleek | S$1,088 including MOM fees | On engagement | 50% of Sleek’s consulting fee refunded if rejected |
These figures cover different costs and should not be added together indiscriminately. MOM fees are the government charges for the pass; professional service fees cover optional application assistance; salary and SDL are employment-related costs; and incorporation fees apply only when a company needs to be set up. Sleek’s published package price should be compared with the DIY route only after confirming which government fees and services it includes.
Government fees come from MOM. The Sleek line comes from Sleek’s service page, and it includes the MOM fees, including the S$30 visa fee where one applies.
What are MOM’s Employment Pass fees in Singapore?
MOM’s Employment Pass fees in Singapore are paid in two steps. The EP application fee is S$105, paid when you submit the application, and the issuance fee is S$225 for each pass, paid when the pass is issued, according to MOM’s EP application page.
The Employment Pass application fee in Singapore is charged per application. MOM’s page does not say whether it is refunded if the application fails, so budget as if the S$105 is lost on a rejection. For family passes, MOM does warn that application fees are lost if the EP application is rejected.
- Application fee: S$105 per application.
- Issuance fee: S$225 per pass.
- Multiple Journey Visa: S$30, only where it applies.
If a rejection is your worry, read why EP applications get rejected before you pay anything. The EP application fee is the same whether you file yourself or use an agent.
Do you need to pay an agent for an Employment Pass?
No, because MOM says you can apply as an employer or an appointed agent, so you can submit through EP eService yourself, although an agent adds a fee. Our guide on how to apply for an Employment Pass walks through the process, and the table compares the two routes.
| Apply yourself | Apply with Sleek | |
|---|---|---|
| Who files | You, through MOM’s EP eService | Sleek files through EP Online |
| COMPASS check | You check your own score with MOM’s tools | Sleek checks your COMPASS score and salary benchmark before filing |
| If MOM rejects | You handle any appeal yourself | One appeal included, plus a 50% refund of Sleek’s consulting fee |
| Cost | MOM fees only (S$330) | S$1,088 including the MOM fees |
Applying yourself is cheaper and often fine for a simple case with a comfortably high salary. MOM decides every application, and no agent can guarantee approval.
What else does an employer pay for an Employment Pass holder?
Fees are only part of the real cost. MOM sets a minimum qualifying salary, and the employer carries the rest.
- Salary: at least S$5,600 a month for most sectors and S$6,200 in financial services, rising with age up to S$10,700 and S$11,800 at 45 and above, per MOM’s eligibility page.
- From 1 January 2027, new applications need at least S$6,000 (S$6,600 in financial services), and renewals of passes expiring from 1 January 2028 follow the same thresholds.
- Foreign worker levy: MOM charges the foreign worker levy on Work Permit holders, and Employment Pass holders are not listed among them on MOM’s levy page.
- CPF: employers pay CPF only for Singapore Citizens and Permanent Residents, so a foreign EP holder attracts none. See CPF contributions for employers for the rates if the employee later becomes a PR.
- Skills development levy (SDL): the CPF Board lists Employment Pass holders among the employees you pay SDL for. The rate is 0.25% of monthly wages, with a minimum of S$2 and a maximum of S$11.25.
Example: what does it cost to hire one foreign employee on an Employment Pass?
Take one hire at the minimum qualifying salary of S$5,600 a month, applying without an agent. Here is the arithmetic.
| Item | Amount | Basis |
|---|---|---|
| MOM application fee | S$105 | One application |
| MOM issuance fee | S$225 | One pass |
| Total MOM fees | S$330 | S$105 + S$225 (add S$30 if a Multiple Journey Visa is needed) |
| Monthly salary | S$5,600 | Current minimum, age-graded higher for older candidates |
| Monthly SDL | S$11.25 | 0.25% of wages, capped at S$11.25 |
The one-off government cost is S$330, or S$360 with the visa. The monthly cost is the salary plus S$11.25 of SDL. If you add an agent, their fee sits on top.
Example: what does it cost to sponsor your own Employment Pass as a founder?
Founders who relocate need a company to sponsor the pass. If you want the company set up for you, you can incorporate and sponsor your own EP with Sleek. Check the EntrePass eligibility checker and our EP vs EntrePass comparison before choosing a route.
- Incorporation: S$315 in ACRA fees, which is S$300 to register the company plus a S$15 name application fee on ACRA’s fees page.
- Nominee director while the pass is pending: quoted by your provider, so compare it line by line.
- MOM fees: S$330 (S$360 with a Multiple Journey Visa).
- Agent fee: optional; Sleek’s EP application is S$1,088 including the MOM fees.
- Salary: the company must be able to pay you at least S$5,600 a month, because MOM assesses whether the company can pay the salary.
The only fixed totals here are the ACRA fees (S$315) and the MOM fees (S$330). Nominee director and any agent fee vary by provider, so we do not add them into one number. We found no fixed minimum capital figure for an EP on MOM’s pages, so plan around the salary instead.
