Long term pass application overview

 

Foreign professionals who:

  • Have a job offer in Singapore
  • Work in a managerial, executive or specialised job
  • Earn a fixed monthly salary of at least S$4,500
  • Have acceptable qualifications, usually a good university degree, professional qualification or specialised skills

 

Application for an Employment pass is open to all nationalities. Young graduates from good institutions can qualify if they earn at least S$4,500.  Older, more experienced candidates need higher salaries to qualify.  For candidates in their 40’s it’s typically at least double the minimum salary to qualify

 

EP holders can sponsor family members to join them in Singapore if they meet the eligibility requirements.

  • Dependent Pass (DP) – Salary requirement S$6,000
    • Eligible for Legally married spouse
    • Unmarried children under 21, including those legally adopted
  • Long Term Visit Pass (LTVP) – Salary requirement S$6,000
    • Common-law spouse
    • Unmarried handicapped children above 21 years old
    • Unmarried step-child under 21
  • Long Term Visit Pass (LTVP) – Salary requirement S$12,000

For eligible pass holders to work in Singapore:

 

  • Have a job offer in Singapore
  • Salary is not part of the assessment criteria for LOC application
  • Holds a eligible pass which is still valid for at least 3 months
    • Dependent’s pass holders who are dependent on an Employment Pass, EntrePass or Personalised Employment Pass (PEP) holder.
    • LTVP/LTVP+ holders who is married to a Singaporean or Permanent resident
    • LTVP holders who is an unmarried child of a Singaporean or Permanent resident

 

LOC is tagged to the applicant’s DP/LTVP/LTVP+, hence

  • Should an LOC holder’s DP/LTVP/LTVP+ expires or be cancelled, the LOC will no longer be valid
  • If an LOC holder wishes to continue to work after the expiry date, an LOC renewal must be made before the expiry date
  • LOC renewal can only be submitted after the renewed DP/LTVP/LTVP+ is issued

S Pass designed for mid-level skilled workers.

  • Employer or employment agency must apply for applicant.
  • Employee must have fixed monthly salary min $2,500.
  • Employers are subject to a quota and levy for S Pass staff
  • Employers must provide medical insurance for S Pass staff

 

S Pass employment is limited by a quota. If you have never applied for a Work Permit or S Pass, you need to declare your business activity for calculating your quota. Under the existing quota, S Pass employees are capped at:


> 10% of the company’s workfoce in the services sector.
> 20% in the manufacturing sector.
> 18% in all other sectors.

Upon receiving the approval on the Employment Pass (EP), Dependent Pass (DP) & Long Term Visit Pass (LTVP)

  1. Sleek prepares the In-Principle Approval letter (IPA) for candidate and employer’s signature
  2. Sleek will issue the approved passes and generate the Notification Letter.
  3. Advise and assist on biometric registration preparation if required. This is mainly for new pass holders entering Singapore

 

Each case is assessed individually by an MOM processing officer. The outcome is at the discretion of MOM’s processing officer and although Sleek’s approval rate is near 100%, the final decision is with MOM.

 

It is common during Covid-19 that MOM requests further documentation which can’t be submitted in the original application. Sometimes MOM asks for this as a final step before approving an application and other times they will reject it and ask for the information during an appeal process. 

 

 

Should MOM reject the application, it is common practice to make an appeal and one free appeal is included in Sleek’s service. An appeal gives the candidate the opportunity to provide additional information and documentation which can’t be submitted with the original application. In most cases, MOM approves appeals that meet MOM’s criteria of proving that the business is committed to growing. It is a plus if the business plans to hire locals within a three year period.

MOM may ask for additional information/documents to fully assess an application before granting a work pass. It is not mandatory to prepare the documents first, but MOM usually allows 12 days for employers to prepare the document and the due date can only be extended once for a further 7 days.
